Foreign policy and national security, including the conduct of the war, are covered in the companion Candidate’s Weekly Intelligence Brief, published the same morning.
EXECUTIVE SUMMARY |
The fiscal year closed with a $1.993 trillion deficit, the Congressional Budget Office says, $218 billion more than last year, and net interest alone cost $1.143 trillion. Federal Reserve minutes show most officials expect another rate increase by year end. The 30-year mortgage rate reached 7.40 percent, and consumer sentiment fell to 46.3. Gasoline was $4.36 this morning against $3.09 a year ago, the first October on record above $4, and diesel was about $6.28. Hurricane Isaias hit the Florida Panhandle on 9 October, killing at least four people.
The President pledged no strikes on Iran before the 3 November election, struck a deal to buy Russian diesel, ordered a deferral of federal diesel taxes and set up a committee to investigate Fed Governor Lisa Cook, with a hearing two days after the election. Congress is home campaigning, and a Republican senator says the Russia deal may break the sanctions law Congress passed last month. The Supreme Court opened its term, and a federal judge ordered the administration to cancel taxpayer-funded TV ads. Pew finds Democrats ahead 44 to 36 on the generic ballot and the President’s approval at 30 percent.
An ICE officer shot a man during an arrest in Manhattan with a five-year-old in the car, and the Justice Department sued Denver over its ban on masked officers. Insurers propose a median 15 percent ACA premium increase for 2027. Measles cases reached 4,080 this year. The Education and Justice departments told states that student mental-health screenings without written parental consent put federal funds at risk.
This is the first edition in the new national layout. Record corrections: Maryland was the eighth jurisdiction, not the eighth state, the Justice Department sued over officer mask bans (six states and two cities), and Denver is now the ninth; and the fiscal 2026 deficit came in at $1.993 trillion, below the $2.1 trillion projection carried in earlier editions.

I. ECONOMY, COST OF LIVING AND INFLATION
August’s consumer prices rose 3.4 percent over the year, with gasoline up 27.4 percent; September’s report comes Wednesday. Beef and veal were up 5.9 percent in August, and USDA expects a 9.4 percent rise for the year as the cattle herd shrinks. The University of Michigan’s sentiment index fell to 46.3, and its survey director said “Frustration over cost-of-living continues to mount.”
The Fed’s September minutes say “Most participants assessed that another increase … would likely be appropriate by year end,” and note higher energy prices are “weighing disproportionately” on lower- and moderate-income households. Governor Waller said he anticipates “additional hikes.” The next meeting is 27–28 October. The 10-year Treasury yield closed at 5.24 percent on 9 October, and Freddie Mac’s 30-year mortgage average hit 7.40 percent.
CBO’s count for fiscal 2026: receipts up 3 percent, outlays up 6 percent, a $1.993 trillion deficit and $1.143 trillion in net interest. Customs duties fell 11 percent after about $130 billion in refunds of tariffs the Supreme Court struck down. New Section 232 tariffs on polysilicon start 4 December.
AAA says pump prices are “the highest they’ve ever been for this time of year.” Diesel fell to $6.28 from a record $6.53 on 22 September. The Energy Secretary predicted on 4 October that prices would “absolutely” fall over four weeks; gasoline dropped about a cent in the first week. EIA expects diesel to stay above $6 this month and households heating with oil to pay about 21 percent more this winter.
Energy and environment: Hurricane Isaias made landfall near Destin as a Category 2 storm, killing at least four people in Florida and Alabama and cutting power to more than 884,000 customers at the peak. The Energy Department released up to 4 million barrels from the Strategic Petroleum Reserve to cover hurricane disruption. Rain cut the drought area to 55 percent of the Lower 48. EIA forecasts wholesale electricity 41 percent higher this year in the mid-Atlantic PJM region, and the Energy Department now backs making large electricity users pay for new generation.

II. THE THREE BRANCHES
A. Executive
The President pledged on 8 October not to strike Iran “at any time prior to the Midterm Elections,” while the Pentagon was reportedly told the same day to be ready. Pew finds 65 percent of Americans disapprove of his handling of the war. On 5 October he signed an executive order directing Treasury to examine deferring federal diesel taxes through 31 December. On 9 October he announced a deal to buy Russian diesel and thanked President Putin; the next day he said Ukraine needs a new president.
A memo dated 7 October sets up a committee to investigate whether Fed Governor Lisa Cook made false statements on mortgages, with a closed White House hearing on 5 November. The Supreme Court kept her in office in June because she hadn’t been given the procedural protections the law requires. Cook denies wrongdoing and hasn’t been charged. The Justice Department opened an antitrust investigation of the TV networks for suspending pool coverage after the White House pulled three outlets’ credentials.
B. Legislative
Congress is out until after the election, with the government funded through 11 December and none of the 12 spending bills finished. The lame duck starts 9 November and faces the defence bill, permitting, the farm bill, an intelligence-collection authority that lapsed in June, and health programmes expiring 31 December. The September Russia sanctions law’s 30-day triggers for tariffs on buyers of Russian oil fall around 19 October, and Senator Tillis says there’s “a legitimate case for saying the president’s not following the law” with the diesel deal. Senator Murphy said “we are not going to fund this war” without a commitment to end it.
C. Judicial
The Supreme Court’s term opened 5 October with arguments on climate suits against oil companies and on veterans’ benefits. The Chief Justice paused a lower-court order on political ad rates on 8 October. The Court sent the Venezuelan and Haitian TPS case back to the Ninth Circuit without deciding it. In New York, Judge Jennifer Rochon ordered the administration on 11 October to cancel remaining DHS television ads and barred new ones for two weeks.
D. The Midterms and Political Considerations
Pew has Democrats ahead 44 to 36 on the House ballot and the President’s approval at 30 percent, the lowest of his second term. YouGov finds Democrats up 8 among registered voters, with 37 percent naming inflation as the top issue. KFF found voters equally worried about health care costs and gas, and trusting Democrats over Republicans on health costs 42 to 22. FBI Director Patel declined to rule out sending agents to polling places; DHS says ICE doesn’t plan to patrol polls. Postal Service cuts to pickups at more than 15,000 post offices risk late postmarks on mail ballots. Early voting opened in Ohio on 6 October and opens in North Carolina on 15 October.

III. IMMIGRATION AND BORDER
A plainclothes immigration officer shot a 28-year-old man during an arrest in Manhattan on 8 October; a five-year-old in the car wasn’t hurt and the man survived. DHS said only that “an ICE officer discharged his weapon.” Mayor Mamdani called it “unconscionable.” AP notes ICE agents have fired during more than a dozen vehicle stops since last year, killing at least four people. A 1 October ICE memo bans vehicle chases and requires body cameras at every stop.
The Justice Department sued Denver on 8 October over its ban on masked federal officers. A federal judge in Massachusetts blocked DHS fines of up to $1.8 million on migrants who don’t leave after removal orders; DHS had issued more than 103,000. A judge in Virginia dismissed the department’s suit against in-state tuition for undocumented students. DHS announced a “public safety surge” on sanctuary cities, and advocates report spikes in arrests around Portland and in California’s San Joaquin Valley. DHS also proposed charging colleges $70,000 per international student entering post-graduation work training.

IV. HEALTH CARE: ACCESS, QUALITY AND COST
Insurers propose a median 15 percent ACA premium increase for 2027. Paid Marketplace enrollment fell from 21.8 million in 2025 to 19.2 million this year and could drop to about 17.5 million. Open enrollment runs 1 November to 15 January, and Medicare open enrollment starts 15 October. Medicaid work requirements begin nationally 1 January; Montana went early and was short of staff to process them, and at least six states will bar people from self-certifying that they’re medically frail.
Measles cases reached 4,080 this year, against 2,289 in all of 2025, with two deaths confirmed by CDC. HHS announced new steps on vaccine-injury research and reporting, and CDC’s vaccine advisory committee cancelled its October meeting “Due to ongoing litigation.” A JAMA study reported in a Harvard release found 432 US hospitals closed and 216 opened from 2010 to 2025, with closures as common in cities as in rural areas. Health care added about 16,700 jobs in September, half its usual pace.

V. EDUCATION
The Education and Justice departments told state attorneys general on 5 October that schools need written parental consent for anything “that can be used to evaluate the student’s mental health,” and that an opt-out is “not sufficient,” under threat of federal funds. From 1 November, every Education Department grantee must justify each drawdown in writing. HHS’s proposed Head Start rule, which would cut the administrative-cost cap to 5 percent and make English the only language of instruction, drew about 40,100 comments. Treasury’s rules for the new federal school-choice tax credit, worth up to $1,700 per donor, set up a 1 January start in 30 states that have signalled they’ll opt in.
In the states, PEN America counted nearly 12,000 book bans in 2025–26, the most since it began tracking, and falling enrollment is closing schools in suburban districts in Colorado and Kansas. At the Supreme Court, a case on Colorado’s preschool rules for religious providers is argued 3 November.
