EXECUTIVE SUMMARY

 

Day 177 of the US-Israeli war on Iran. Today, 24 August, Treasury Secretary Scott Bessent launched what he called "Economic D-Day" — the "single greatest financial offensive ever marshalled against an adversary" — with a 2 PM ET press conference unveiling secondary sanctions targeting nations and entities that continue to purchase Iranian oil, process its finances, or support its shipping. China, which buys approximately 80 to 90 percent of Iranian shipped oil, is the primary enforcement target. Iran’s rial has dropped to a record low against the dollar in anticipation. Iran’s national security chief Rezaei threatened to halt all oil flow through the Strait of Hormuz if neighboring countries join the US economic campaign.


Iranian President Pezeshkian publicly acknowledged that Iran "cannot continue with war forever" — a pragmatist signal in direct tension with the hardliner faction. Oman’s Foreign Minister visits Iran Tuesday 25 August for Hormuz talks. The Hormuz Strait remains closed to normal commercial traffic. Brent crude is trading at approximately $91.50.


Today is also Ukraine’s 35th Independence Day. Russia marked it with a major assault. Ukraine struck the Ozon logistics hub in Dagestan — a facility supplying Iran and Azerbaijan — alongside two additional Ozon warehouses in a single night. Zelenskyy vowed Ukraine’s Flamingo cruise missiles would become "a common sight over Russia." On 23 August, Zelenskyy stated Ukraine and the US have "agreed on key ideas to end the war." Russian losses as of 24 August: 1,490 troops and 1,761 drones in the past 24 hours alone. Russia said it is ready for "new ideas" that align with Putin’s goals — no genuine shift. North Korea is confirmed sending up to 120 additional ballistic missiles to Russia’s Voronezh region. A Kremlin-aligned state bank economist warned this week of impending social and political upheaval inside Russia.


In Africa: DRC and M23 rebels agreed on a peace roadmap from the Doha process — a significant diplomatic development in the world’s most complex active conflict. The DRC government announced a plan to demobilize the FDLR, meeting a key Rwandan condition under the Washington Accords. Violence against health care workers is hampering the Ebola response. Somalia says it is aware of military operations off the Puntland coast. South Sudan is at a "dangerous crossroads" ahead of December elections per UN warning. Iran permitted some Iraqi oil tankers to transit the Strait bilaterally. Iran’s parliament advanced plans for Hormuz service fees.

I. IRAN AND MIDDLE EAST — Day 177

"Economic D-Day" launched today. Treasury Secretary Bessent’s Financial Times op-ed overnight: "Now we are entering the endgame. At dawn begins an economic D-Day — the single greatest financial offensive ever marshalled against an adversary." The objective: sever every economic lifeline to the Iranian regime. The 2 PM ET press conference today reveals the specific mechanics. Pre-announcement disclosures confirm: secondary sanctions targeting nations and entities purchasing Iranian oil, processing its finances, or supporting shipping. China, buying 80 to 90 percent of Iranian oil, is the primary target. Iran’s rial is at a record low. Iran vowed "seismic" retaliation. Rezaei threatened to halt all Hormuz oil flow if neighbors join the campaign.


The Iranian leadership is visibly fracturing. President Pezeshkian publicly acknowledged that Iran "cannot continue with war forever" and questioned the sustainability of government fuel subsidies. These are statements over the heads of the hardliner establishment. New security chief Rezaei’s "seismic retaliation" language signals the opposite posture. The pragmatist-hardliner tension is the most significant internal Iranian dynamic of the war. Mojtaba Khamenei has not appeared publicly since March 8.


Hormuz: the Strait remains closed to normal commercial traffic. Oman’s Foreign Minister visits Iran Tuesday for Hormuz talks. Iran permitted some Iraqi oil tankers bilaterally. Iran’s parliament advanced plans for service fees. Egypt’s foreign minister spoke to Araghchi Saturday in an effort to restart negotiations. Some oil companies have developed tactics to pass tankers through undetected. Lebanon: Israeli strikes on Hezbollah positions continued.


Yemen: Houthi operations in the Red Sea and Bab al-Mandeb continue against the backdrop of the Saudi-Turkey-Pakistan mutual defense pact and the 14-state Red Sea maritime coalition confirmed last week.

II. UKRAINE — RUSSO-UKRAINIAN WAR, YEAR 5 — INDEPENDENCE DAY

Today is Ukraine’s 35th Independence Day. Russia launched a major assault: strikes on Odesa hypermarkets, warehouses, and energy facilities overnight; 126 Shahed-type drones and guided missiles in the overnight barrage. Ukraine struck the Ozon logistics hub in Dagestan — confirmed as a facility supplying Iran and Azerbaijan — and two additional Ozon warehouses in a single night. Ukrainian drone forces hit 66 targets in one night. The Unmanned Systems Forces struck 36 vessels belonging to Russia’s shadow fleet in the Black Sea and Sea of Azov between August 1 and 22. Zelenskyy vowed Flamingo cruise missiles will be "a common sight over Russia." Flamingo reached the Progress Rocket and Space Center 800 miles east of Moscow on August 15, striking the Soyuz rocket engine assembly workshop.


Zelenskyy stated on August 23 that Ukraine and the US have "agreed on key ideas to end the war." Russia’s Deputy FM Ryabkov simultaneously stated Russia is ready for "new ideas" that align with Putin’s goals — no genuine shift. Russian losses as of August 24: 1,490 troops and 1,761 drones in the past 24 hours per Ukrainian General Staff. July 2026 was the war’s deadliest month since May 2022: Russia launched 376 missiles. Russia is planning to increase attacks to 200 missiles per assault. North Korea confirmed sending up to 120 additional ballistic missiles to Voronezh; barracks under construction. Finland will give Ukraine 90 percent of drones from joint production; Norway signed a drone deal on August 24. Andrey Klepach, chief economist at Russia’s state development bank Vnesheconombank, warned of impending social and political upheaval from the slowing Russian economy.

⚠ WATCH — Oman FM Visits Iran Tuesday; Hormuz Talks (Active)

The Iran-Oman bilateral Hormuz management track is more advanced than any US-Iran track. Any framework that takes effect simultaneously with today’s Economic D-Day sanctions creates a diplomatic collision: Iran exercising administrative control over the Strait while the US imposes secondary sanctions on its remaining trade relationships. The two pressure tracks compound each other.

 

⚠ WATCH — Ukraine Independence Day; North Korean Missiles to Voronezh; US-Ukraine Peace Alignment (Active)

Zelenskyy and the US have "agreed on key ideas to end the war." North Korea is sending 120 additional ballistic missiles to Russia. Ukraine struck the Ozon-Dagestan hub supplying Iran and Azerbaijan — explicitly linking the Ukraine war and the Iran war at a logistics node. Russia’s social crisis warning from a state-aligned economist is the first such signal from within Russia’s own financial establishment.

 

⚠ WATCH — DRC-M23 Peace Roadmap Agreed; Ebola Response Hampered (Active)

DRC and M23 agreed on a Doha-process peace roadmap — the most significant diplomatic development in the DRC conflict in 2026. FDLR demobilization plan announced. These are genuine diplomatic milestones. Violence against health care workers is simultaneously hampering the Ebola response.

 

⚠ WATCH — South Sudan — "Dangerous Crossroads" Ahead of December Elections (Active)

UN warned South Sudan is at a "dangerous crossroads" ahead of its December 2026 elections. President Kiir’s dismantling of the 2018 peace deal is the primary structural risk. Security conditions do not support credible elections.

 

⚠ WATCH — Coercive Multilateralism — Standing Analytical Thread

The Economic D-Day sanctions’ "you are either with us or against us" ultimatum to sovereign governments is structurally identical to the ICC campaign’s "nations in the US security umbrella must reject ICC authority" and the tariff architecture’s bilateral compliance conditioning. Together they constitute the most comprehensive multilateral pressure campaign the US has operated against its own allies since World War II. The Economic D-Day’s targeting of China is the first time this model has been directed at a state with the economic scale to refuse and build alternatives.

Haiti: gangs control 90 percent of Port-au-Prince; 5.9 million face acute food insecurity; 2026 appeal 25 percent funded. Colombia PMC networks in Sudan and DRC under US Treasury sanctions. Ecuador elevated political violence. Venezuela post-Maduro transition. Mexico cartel violence sustained.


Global Food Security and Health

363 million people face acute food insecurity globally. Famine risk persists in Gaza, Sudan, South Sudan, and Somalia. DRC Ebola expanding; violence against health care workers hampers the response. Section 232 pharmaceutical tariffs in effect may affect WHO humanitarian procurement.

V. SOUTH AND CENTRAL ASIA

Pakistan maintains the US-Iran mediation channel while simultaneously serving as a member of the Saudi-Turkey-Pakistan mutual defense pact confirmed August 17. The Economic D-Day sanctions’ "you are either with us or against us" ultimatum may complicate Pakistan’s simultaneous facilitation of US-Iran diplomacy. Pakistan is not a major Iranian oil purchaser and is not a primary secondary-sanctions target; its mediation role is structurally intact but politically complicated. India’s energy costs remain elevated with the Strait at low commercial traffic levels.

The Economic D-Day sanctions represent the coercive multilateralism model at maximum scale: the US dollar-denominated financial system deployed as a compliance instrument against sovereign governments. The ICC campaign, the tariff architecture, the NATO troop withdrawal retaliating against Merz, and now the Iran secondary sanctions all operate through the same logic. China’s expected refusal to comply is the binding constraint on the package’s effectiveness and the first genuine test of the model against a state with the economic scale to absorb the pressure and build alternatives.
